Rather than teaching Apache to identify server-parsed documents by extension or location, you can selectively turn SSIs on or off for individual files by setting their execute permissions. This isn t an ideal solution and is appropriately enabled with the XBitHack directive. It works by treating all documents that have both a MIME type of text/html and that are also considered executable by the filing system as SSI documents. The default for XBitHack is off:

The drawback is that it s terribly vulnerable to mistakes; you can lose the executable permission on a document and not immediately notice because the filename hasn t changed, resulting in unparsed documents containing SSI commands being sent to the client. It also severely limits what you can treat as server parsed; the MIME type must be text/html. Furthermore, the resulting MIME type is also text/html. This is noticeably different from the Includes filter, which will handle any MIME type (because, being a filter, it doesn t care). Finally, it doesn t work at all on Windows platforms because they have no method to identify executable files except through their extension.
